Accountability of congressional leaders

To have a system created made up of all US judges, Lawyers and Political and Law University professors that can be called upon to make a random, non-biased jury group that can evaluate congressional leaders if enough complaints are made against them by the people for unethical, unmoral, and politically driven policies that are not in the over all best interest of the progression of the United States of America. The jury group will have the ability to enforce punishments, up to removal of office, if they find senators and representatives are misusing their power and are not voting on bills that are good for the country. This will force politicians to compromise and vote on bills that help the country instead of supporting only bills that support their party and their elections.
