I request the following:
1. Officially recognize that certain breeds of dogs have the capacity to inflict lethal injuries with minimal effort.
2. Require the owners of these breeds to be licensed, and regulated.

According to Dogsbite.org "Each day, about 1,000 U.S. citizens require emergency care treatment for dog bite injury." Often these attacks occur because of irresponsible owners that do not possess the proper containment, training, or the physical ability to handle these dogs. The victims are often small children and the elderly.

Make these people get a license. Require them to pass a competency test. Require that the dog housing be inspected for safety. This will generate income for the agency, and also help minimize attacks, without infringing on the right to own the breed.
