In the face of a looming military conflict with Syria, we ask that President Obama, on behalf of the entire Executive Branch of the United States Government, acknowledge that Article 1, Section 8, Clause 11 of the United States Constitution grants Congress, and Congress alone, the power to declare war.
In doing so, before committing any aggressive act toward Syria, he should recall Congress to the Capitol to publicly review any evidence regarding the use of chemical weapons in Syria, and who in Syria used those weapons. In adherence to the US Constitution, Congress should then determine any use (or lack) of force to be used on Syria, binding the Executive to that decision in lieu of any imminent threat or attack on the United States directly, per the War Powers Resolution of 1973
