It has become clear that only through the consent of the majority of the electorate can a union be given the legitimacy of marriage. Therefore, any two consenting people, who are both of legal age, will be granted all the rights and obligations, traditionally given to married couple, provided they openly declare their union in a notarized and witnessed affa davit. These unions will not, however, be considered "legally married" but rather "socially married." Should any such couple then wish to attain for their union the designation of "legally married," they must appeal to the electorate via a referendum. Each and every individual request for a "legal marriage" certificate must be granted or denied by a popular vote. Referendums must be national to ensure enforement in every state.
