It is near impossible to navigate the internets services ( A human Right ) without broadband access.
The ObamaPhone covers voice/text, with extremely limited data plans. Comcast charges ~$60 a month for 500GB, Verizon charges $750 a month for ~10GB of cellular data. AT&T/Sprint/t-Mobile have similar rates. Referred to as "Unlimited Data", which is false.
Bandwidth fees are literally fractions of a penny per GB at wholesale prices. No math justifies multi-thousand percent markups.
A bare and fair minimum amount of data and cost need be established. Barring that, the government data credits — our government should not carry a Public Utilities burden.
A max cap of $60.00/month of truly unlimited/unthrottled data needs to be established, with prices only allowed to go lower.
