In the early 21st Century, NASA told the public that it was making plans to put a permanent colony on the moon. I say you act upon this, and help this nation take some prestige back from the World Cup and the economy. Eventually, this colony will become self-sustaining, meaning that it will make this Nation profit, and will help reduce the deficit. It will also lower unemployment, as people going to the colony will likely leave their earthly jobs, in turn for new jobs on the Moon. This leaves a lot of companies looking for work, if you haven't caught on. By seeing past the Outer Space Treaty of 1969, we find my favorite thing in legal history: Loopholes. We cannot "claim" the moon, but if we put up modules similar to that of Apollo, and connected them, it would function as a colony.
