Create an executive order requiring all fire arms capable of firing more than six shots consecutively be registered with a well regulated militia. A militia being a group of 5 or more individuals registered with the federal government and pledged, prepared and trained to act in the common defense of US citizens.
Include in this order the obligation of militia to demonstrate their freedom to buy, sell, transport and use regulated arms is not infringed by documenting the storage location, sale, transport and use of said firearms in a federal database.
