Putin and other dictators only respond to force, Putin has been getting away invading countries as he see fit for his empire, United States, Great Britain, and Russia have given Ukraine guaranteed security to Ukraine for giving up nuclear arms, it looks like Putin will only respond to real threats, I do not know if this proper or not, no need for troops on the ground, have the US and UK arrange air attacks to any part of Russia including air and navy bases, government buildings, even Sochi facilities, creating as much colossal damage with minimum of man power, until Putin pulls his troops out of Ukraine.
