A worldwide organization, independent of all world governments, charged with this mandate: Produce in geostationary orbit electricity by means of inflated photovoltaic power stations on a scle such that within 10 years of worldwide agreement, these power stations will be deployed and continuously transmit,( by means of focused microwave radiation) enough energy to stations located on the earths oceans to electrolize ocean water and compress the charged hydrogen in sufficient quantities to replace all coal, gas,oil ,uranium, wood, and any other carbon releasing substance now used to produce electricity and locomotion on earth. Fuel cells and internal combustion hydrogen engines will replace all current fossile-fuel based forms of producing electricity and locomotion.
