Add a 2% increase to the U.S. Enlisted pay structure over the Officer structure during 3 different Presidential terms.

Although Officer personnel due lead the Enlisted personnel, Enlisted personnel, or still seen as a unequal in the lower ranks inside the military. While civilians do not see a difference, lower ranking enlisted personnel E-1 thru E-6 do feel the effects of the ever changing government regulations. While the cost of living does not change between the ranks in the military outside of base, some expense take a crude burden on young, lower ranked individuals of the enlisted personnel. With a 2% increase over the officer's yearly increase for 10 years, the gap can be closed and enlisted military personnel can live comfortable and possible do with out some government programs i.e; FSSA, Food Stamps, and possibly WIC.
