Add a 2% increase to the U.S. Enlisted pay structure over the Officer structure during 3 different Presidential terms

Although Officer Personnel due lead the Enlisted Personnel, Enlisted personnel, are still seen as unequal in lower ranks inside the military. While civilians do not see a difference, lower ranking enlisted personnel E-1 thru E-6 do feel the effects of the ever changing government regulations. While the cost of living does not change between the ranks in the military outside of base, some expense take a crude burden on lower ranked individuals of the enlisted personnel, especially those that are not married to other military personnel. With a 2% increase over the officer's yearly increase for 10 years, the gap can be closed and enlisted military personnel can live comfortable and possible do without government programs that help supplement the earnings i.e. FSSA, Food Stamps, and possibly.
