To add ability to donate $1 for those conservatives unable to pay their penalty for not being in compliance of the ACA

I have seen many of my conservative acquaintances complain about the cost of the tax penalty for not being in compliance with the Affordable Care Act. I would like to see the obligation to donate money to those who are stricken with this obligation. Allow them to utilize government directed charity service to ease their financial obligations. For a mere 30 cents a day many of these people can find relief from their distraction.
