In eastern states the Federal Government owns a very small percentage of each states' land. In the western states the Federal Government owns a significantly larger percentage of each states' land. This is not only unfair, but also can be an economic hindrance as well because it can prevent a state and it's citizens from using their natural resources and land. Adding an amendment to the Constitution that would limit the Federal Government to owning a maximum amount of ten percent of a states' land would allow the Federal Government to use that land for military bases and/or other purposes while the states can still own a majority of their land.
