Add a amendment to the constitution prohibiting any bill created would have no additions that are not relevant to the bills purpose and intent. A bill is to be created and voted on with no addendum's or "pork" added that have nothing to do with the original intent of what the bill was created for. This will ensure that the congress and senate will vote according to the bills original purpose and intent. Votes from the senate and congress should not be bought with pork or additions to the bill that have nothing to do with the bill.
Having this amendment would force the senate and congress to work together on a bill and not use partisan politics to stop a bill from passing.
