Add an amendment to the constitution that states rights are guaranteed to those who are within its borders LEGALLY

In order to improve the welfare of the american people, the constitution needs to specify to whom its rights are given to. The proposed amendment should be as follows: The rights of this document are to only be given to those who are citizens of the united states of america, or to those who have official documents issued by the government allowing them to stay within its borders. Those not legally in the country will only be granted rights of the fifth amendment and protection from physical harm. Those brought into the united states of America against their will or held in the united states of america unlawfully will be granted full constitutional rights.
