Add an amendment limiting each president to a single, three year, term. So every term is a lame duck term.

Instead of every president wasting two years of their presidency simply keeping their party happy in order to get re-elected, limit every president to a single three year term. Then the president doesn't have to worry about the next election and can just focus on actually improving the country
