Add another amendment to the Constitution limiting the members of Congress to two terms total. No career politicians.

The members of Congress should be limited to no more than 2 terms in congress, just like the Executive Office. Congress has more power than the President and should not be allowed to serve more than 2 terms, just like the President. There should be no switching from the House to the Senate so that any one congressman finds a loophole to serve 2 terms in the Senate and 2 in the House. You can do 2 total in either one of these combinations: 2 terms as Senator, 2 terms as House Representative or 1 term as Senator and 1 term as House Representative. It is bad for America to have career politicians.
