Add a commenting and ranking system for submitted Petitions, use this to start a discusion instead of posting rhetoric.

This is a great idea! It's very easy to use and intuitive. If you would like to be taken seriously though, you must start a discussion with theses ideas instead of stating your beliefs. If we agreed with these policies, we would need to petition them. There are many great existing forums that I'm sure would love to help.
