Amend the Constitution of the United States to include the requirement of the government to unconditionally guarantee proper, non-reduced social security benefits to all that have paid into the system. This shall also include the requirement that retirement age cannot be increased due solely to the government's misguided decision to 'borrow' from it to pay for other debts, but should only be based on expansion of life expectancy of the general population of the United States.
Possible contingency:
If the government believes that it will be unable to properly handle the social security system, then it should be eliminated and all funds paid out must be returned, with interest, to each individual who paid into the system.
