Add a Constitutional amendment to allow ballot initiatives to create or change federal laws

Numerous states allow the people to propose new or change old laws during elections thru a vote on the ballot. Partisan bickering prevents desired and in some cases needed actions often. I ask that efforts to amend the constitution are taken at once that will allow American citizens to propose new laws or amend existing laws via ballot initiatives. This can only take place once per year during election time. Needless to say these laws would need to pass constitutional scrutiny just the same as those proposed and created by act of congress.
