Add the Dream Act to Middle Class Tax Cuts as a "must-pass-by-end-of-year" priority. The bill's already written, the election shows how significant the target population is, and surely opposition has softened. Longer term, "comprehensive" immigration reform can follow in 2013, just as longer term tax reform can follow later. It's time - it's long past due.
