Add email as an option for multi-factor authentication

Federal agencies are enabling multi-factor authentication for added security as a result of an Executive Order. However, agencies are only enabling cell phones as a mechanism for receiving one-time passcodes. This adds an undue burden for those without cell phones and for those traveling internationally where using U.S. cell phones is cost-prohibitive. Enabling email as an option to receive one-time passcodes will solve the problem while maintaining security.
