Educating students about the history of people with disabilities that lead up to the Rehabilitation Act of 1973, and the Individuals with Disabilities Education Act will help decrease bullying of children with special needs. If the curriculum is amended bullying will significantly decrease and be replaced with understanding of individual differences as well as empathy for special needs children seen as easy targets bullies. 46 states have anti-bullying laws and 41 have created anti-bullying policies, however no states have attempted to use education of disabilities as a way to prevent children from becoming bullies.
