No agency government is more dependable to prove a US citizen's home residency and citizenship than the IRS. Everyone in the US must file a tax return yearly or quarterly. If you use the efile option, filing tax returns via the IRS website or a certified tax preparation software, filers should be able to upload a digital passport photo for use as identification nationwide. It would easily and securely link your social security number to your declared residence and your verified photo. This ID could resolve the voter ID quandary around the country.

US Post offices, state DOT offices, FedEx Office & UPS Stores, and all major retailers nationwide could issue the digital picture service for a fee. The cost of issuing the finished ID Paid as a tax deductable fee from the return.
