Add a mandatory 'NO VOTE' to any ballot for any position in any primary or election.

If 'NO VOTE' wins a primary, the party must have a run-off primary with candidates that were not on the original ballot. If 'NO VOTE' wins the popular vote, then a run-off campaign in all parties commences, not including the candidates that were rejected by the voters in the original election, that will last until the first Tuesday in the following month when a new election is held. For the Presidential elections, If 'NO VOTE' wins in a state, then that state's electoral votes are held in abeyance and are not considered in the Electoral College.
