Add a mandatory prep class for college bound high school students at Jr & Sr year

Every year high school graduates who gets accepted into 4 year universities are headed into a higher education environment without the proper skills and learning habits to be successful and end up dropping out of their colleges and universities because they could not meet the grades. On a side note these individuals were given money to an education through scholarships that will go to waste and not to mention the fact that their loans will be borrowed and paid in interest for a zero degrees. However these individuals are not completely at fault since it wasn't them who fail but because they lack the understanding and steps to succeed and maybe their high schools taught them worthless information for test scores but not to actually educate the individual.
