The current federal taxes on gasoline is about 5% which is among the lowest in world. We should add a new federal cess in order to collect money to fund research and projects in alternative energy sources to reduce dependency on foreign oil, creating new jobs and reverse climate change.
The cess should have a variable structure, so federal govt collects a lesser and fixed percentage(e.g 7%) when gasoline prices are high and more percentage(e.g 10-15%) when the prices go down. This will keep the fossil fuel prices artificially high while gas would still be affordable, while making more money available for green projects.
