Offer voters the opportunity to vote against all candidates within an election with a "None of the Above" option.
This would disqualify candidates from running for that office for the duration of the terms of that office. A new run-off would be instituted with a 90 day election cycle for voters to have a choice of more candidates.
This could be repeated no more than 3 times. If "None of the Above" is selected in the 3rd run-off, the leading candidates from the 3 previous run-offs are listed on the ticket for voting.
