Many petitions present only one side of an issue. A radical position can attract a large fringe element and give the impression of widespread agreement among the public. An option to disagree with a petition will result in a fuller and more exact survey of public opinion on an issue. It will prevent an issue from being hijacked by a small but vocal minority.
