To add the option to vote for "no candidate", so that if it wins: the state electoral votes are subtracted from all.

Give the people a voice if we don't wish to elect any candidates. This will grant the option for everyone to vote even if they don't vote a candidate. If the "no candidate" option wins then the state's electoral votes are subtracted from all candidates' electoral total.
