Add penalties for merchants who charge FEES or require minimum purchases of consumers using debit or credit cards.

Created by R.G. on October 28, 2011

Here in North Carolina, merchants continue to charge FEES or require consumers to purchase a minimum amount in order to use a debit OR credit card. Despite passage of credit card reform in 2010, North Carolina remains one of 40 states WITHOUT a state law that sets requirements and damages in which convenience stores and other small businesses would be forced to pay for forcing consumers to buy a MINIMUM amount of merchandise - OR - pay a .50 cent to $1.50 FEE on top of the purchase in order to use a DEBIT or CREDIT card in a particular store !

This has been an ongoing problem for several years, and although merchants understand they are VIOLATING their contract with Visa and Mastercard, they do it anyway. I am tired of this problem and ask President Obama for help.
