Add political solicitation calls to the "no call list"

During election time homes and personal cell phones are being bombarded with political phone calls. These calls come at all hours of the day. A person can expect most of their calls received during these times to be a political call. It is not right that voters be bombarded constantly with these phone calls, especially if they are part of a no call list.
