To add a psychiatric evaluation to the purchasing of a firearm and the carry and conceal process.

This petition is to have the government make it a federal law that all people who intent on purchasing a firearm and a conceal and carry permit have a psychiatric evaluation done prior to the purchase of the firearm.
There have been a considerable number of citizens with serious mental illness that have been able to purchase a firearm and they have caused great tragedies in this nation. Tradgedies such as Tuson, Az Jarred Loughner 12 dead and 6 wounded including U.S. Rep. Gabrielle, Aurora, CO James Holmes with 12 dead 59 wounded, Newton, CT 20 children and 6 adults dead. All of which these men have shown a serious mental illness. If there had been a psychiatric evaluation prior to the purchase of the firearm, there would be a good possibility that these tradgedies would never happen.
