Puerto Rico and The District of Columbia have long been part of the United States but have endured not having equal representation to how they are governed and operated. They are part of the country, have only some of the rights that a full US citizen would have in Puerto Rico’s case, but they cannot vote for US elections that determine how they can live their lives.
Both of these territories would make excellent states. The District Columbia is the heart of politics in the country and Puerto Rico is a major hub in the Caribbean. Give these major territories the pride of being a US state!
