Add Puerto Rico as a state.

I am hoping you could create Puerto Rico as the 51st state of the United States of America. This would be a huge gain for the United States because it would highly increase the tourism for Puerto Rico. This is because people unable to receive a passport would be able to go there. This would also give the United States a constant source of agriculture year long because of the convenient weather year long.
