add a regulation to shark finning that only allows for the import of shark fins to the USA every other year.

While there are already laws advocating for the protection of sharks in the United States, more can be done. By only allowing Non-US registered vessels to bring in sharks every other year the amount of sharks killed for their fins can be seriously reduced.

It should be noted that this would be an additional law on top of those already set in place that help protect sharks.
