Add tattooed people to the civil rights act of discrimination.

No person shall be discriminated against for having tattoos. Like the color of skin of different races, tattoo is only a color of the skin and should have the same rights as any other person of the United States. Physical or mental disability, gender, religion, race, national origin, age, sexual orientation, gender identity, or physical appearence including tattoo's, hair color, or body reconstruction.
