Add a tax of $1 per bullet to pay for adequate mental health care and defray the cost to human health caused by bullets. The Aurora shooter ordered 3,000 bullets online. A tax would make buying that many bullets more prohibitive. And it wouldn't infringe anyone's right to bear arms. Bullets are hazardous to human health. The tax is simply to recover some of the cost of the damages as well as provide proactive mental health care to those who need it.
