Add term limits to the members of Congress.

The constitution limits the President from serving more than two full terms in office, and the Congress should be held to a similar standard. A limit is n the number of terms/ years a member of congress can hold office should be implemented to prevent the stagnation of the congress and promote turn over in Congress.
