Add a three cent tax on every stock trade made and use the money exclusively to pay down the national debt.

I propose we tax every stock trade made exactly three pennies, and that all taxes collected from trading stocks be used to pay down the national debt. At such time that the national debt has been paid in full, the money will be used exclusively for education.
