Territories: American Samoa, Federated States of Micronesia, Guam, Midway Islands, Northern Mariana Islands, Puerto Rico (of most importance to make a state), Republic of Palau, Republic of the Marshall Islands, and the U.S. Virgin Islands.
I believe that it does this country no good to have these territories but for us to support them without much in return. It is my belief that if we add these small territories as states, it would stabilize the economy due to diversity for the country as whole. There would be more tourism for those states. Their leaders may have a few denials but, if you let that state have an official language, I don't see why they would not accept. Also, more factories and industries may move there while still in United States territory and a contribution to economy.
