A hate crime is defined as "a crime motivated, in whole or in part, by the offenders bias against a race, religion, sexual orientation, or ethnicity/regional origin".
Why are women and the elderly left out?! Rape, long deemed a "sex crime", has little to do with sex and is motivated almost entirely by hatred for females and a need to exercise dominance over a female person. It is a hate crime specific to women, and yet women are not protected in hate crime legislation.
Also unprotected are the elderly, who become targeted victims due to their diminished suspicions and sometimes deteriorating mental health. These crimes are specific to a certain group of people, who are also not protected by hate crime legislation.
