ADDENDUM: if in the case of succession, if, the still "United States of America" meets the before mentioned quotas of respectful statehood, may every (2) years petition the (Tx) government to once again be part of its infastructure, with fair regard to state taxes, penalties, and fees applied to other states in the union.
