The addition of an animal abuse and violation to a national ban list of pet ownership and development of a registry.

This petition is to encourage development of a national registry, and a ban for life for those found guilty of severe animal abuse or maiming with intent to do harm, with sexual abuse of animals. The registry would alert homeowners and perspective owners and renters if they are under a threat of being housed in and near a person or persons that has a record of animal abuse or sexual predatory behavior towards animals, thus aid them in the added protection of their animals and alerting them to the close range of those that may be prone to cause harm or have a record in regards to abuse, both physical, sexual and also if they have a history of animal theft. Also in cases of rape, or severe animal abuse including any area of contribution of animal fighting to to be banned from ownership
