2. Firearms may not bought,sold or ownership transferred without legal title.
3. All gun owners must be licensed.
4. All gun purchasers must show proof of passage of an approved firearm safety course.
5. Any firearm without an inscribed serial number must be inscribed with a serial number and registered by proper authority. (Certain historical firearms may be exempt.)
6. Strict mandatory sentencing for anyone who through thier own negligence allows their firearm to seriously injure or kill a child or allow through their own negligence a child to seriously injure or kill anyone with their firearm.
