President Obama asked Gary Hart to form a bipartisan task force to draft recommendations on how to reform the military. This task force submitted a memo in the fall of 2011 to President Obama called Bending the Arc of Military History. The memo made several recommendations to help reform the military for the twenty-first century. The White House has not responded to the memo.
