The 5-4-3-2-1 plan includes the following core measures to resolve the current budget crisis:
A 5% increase in the top income tax bracket,
A 4% budget cut to the Department of Homeland Security,
A 3% increase in the capital gains tax rate,
A 2% across-the-board cut to the current medicare budget,
A $100B cut from the current defense budget.

Other measures should be considered, but with the above serving as the core 'must haves' of the program.
