Address the current pact with Afghanistan consisting of deployments continuing until "2024 and beyond"

Recently secretary of state, John Kerry, has proposed a pact to the government of Afghanistan to keep 8000-12,000 troops in country until or "2024 and beyond". This pact has already been accepted by the United States and awaits agreement by the Afghan government. It seems to go against what you mentioned to end the war by 2014. Shouldn't our troops be back from Afghanistan by 2014 like earlier stated? How can such a pact be created and passed by the US with such little resistance or publicity?
