Address the fact that the federal government gives States an incentive to create "Deadbeat Dads"

It has come to my attention that the Federal government gives states an incentive to limit the quality time a non custodial parent spends with their children, so they can increase the child support collected and generate revenue for the state through title IV-D of the Social Security act. This gives state courts, Specifically NC state courts, incentive to grant custody of the children to one parent, in NC where there is supposed to be no presumption as to who will get custody, but in truth 85% of the time the mother gets custody with the father being relegated to 4 nights a month and a couple of weeks during the summer. Well that doesn't sound like there is no presumption. Mr. President, what can you do to give fathers who want to see their kids a chance to have equal custody of our kids.
