Address the fiscal cliff by not allowing tax refunds to exceed the amount of taxes paid throughout the year.

There are many Americans who collect through the many government assisted programs funded by tax dollars the food, medical assistance, housing, childcare, etc. Although many of them work, their income is not substantial enough to provide for themselves or their families and so the tax payers assist them in their day to day life expenses. The assistance they receive is not claimed as income on their taxes. When taxes are filed, they receive a tax refund that sometimes even exceeds the amount of money they have even earned throughout the year, and greatly exceeds the amount of money paid in taxes. In order to help improve the country’s current crisis, the predicted fiscal cliff, we move that tax payers not receive a refund that exceeds the amount of money paid in taxes throughout the year.
